"Absentee means:" any person registered and otherwise qualified to vote in elections in the Virgin Islands who applies for an absentee ballot pursuant to section 664 of this chapter.

"Special Write-In Absentee Ballot" means a method for voting by military and other persons overseas who, due to military contingencies or special circumstances such as those faced by submariners, national community service organizations, missionaries or others in remote areas, will be out of communication for extended periods of time and unable to receive the regular ballot in the normal time frame.

"Uniformed Services of the United States" means the Army, Marine Corps, Navy, Coast Guard, United States Public Health Services Commissioned Corps, The National Oceanic and Atmospheric Administration Commissioned Corps and the Merchant Marine.
